Internet Shortcut Icon melee

Hi
Using IconPackager 3.20.128 on XP SP2.
I can't seem to change the Internet Shortcut Icon.
There are many possible file formats/extensions that cover these.
I can successfully change the ext ".html" and that works.
However urls which end otherwise or simply address the domain cannot be changed.
I have also tried changing them in "Folder Options" in XP and individually. However the change is accepted but a little "flash" and the icon goes back to being the boring XP default.
Any one else had any experience with this glitch?
